Shh... it's a secret

So, apparently, Gordon Brown is going to say he favours AV for the Commons and an elected House of Lords. Which seems odd, given the whole never saying anything about non-economic stuff thing he's got going on.

It may just be nonsense Westminster gossip, so don't quote me on it.

AV for the Commons, and directly elected 2nd chamber by STV would certainly be an improvement (depending on second chamber's powers), n'est-ce pas?

the best thing about AV is that it would finally drag the tories in, seeings as how it would be so staggeringly unfair on them; they might then reach a compromise on something better. At the very least, they'd demand some sort of jenkins plus bit.
