Tories consider MP voting changes

Oh, such a headline on the BBC website today gets my hopes up .... only to be cruelly dashed when I see its actually about the voting rights of Scottish MPs on English legislation.

Shadow justice secretary Nick Herbert said that Ken Clarke's proposals would "introduce greater fairness". Now I can think of something else that would have an even bigger impact if voting fairness was what they wished to address .... .
